VENUS/Virgo/12fh house/Asc ruler is in 4th Fortune house/Gemini/9th ftóm Asc and Venus squares Fortune with 4• orb.
The question is whether Venus is mitigatad by Fortune.

I don't have a full picture of your chart, like when you look at the Part of Fortune you must also consider the relationship between the Sun and Moon in the chart as well as other indicators.

So the Lots are places (similar to Houses?) where you find a concentration of energy on a particular topic in your life.
Just as if you were asking 'Where is my spouse?' Your spouse is here and whenever this point is activated, you find occurences of events related to your spouse.
In your case, Fortuna in Gemini in the 9th (Mutable and Cadent) squaring Venus in Virgo in the 12th (Mutable and Cadent) suggests conditions in life where you can be easily swayed by your relationships. The question is "Do you have enough control over your life or are you living your life in periphery?"
You must develop a high level of adaptability with constant changing conditions (work, home, health and relationships).

i like the response ouranos gave you.. the idea of any planet being in an angle is considered positive in that it has more of an ability to express itself... in an angle using the pof would support this, if you think the pof is important.. obviously in the past astrologers from hellenistic period did!

mostly what i look at is the ruler of the pof and where it is located in relation to the pof.. in your example that would be mercury.. what is its position to the pof in terms of pof houses? from the literature i read on hellenistic astrology, that was what i seemed to recall being most emphasized... and, if the ruler of the pof is found in the 10th of the pof - that was always considered a positive.. maybe some hellenistic or pof expert cam chime in on this.. i would be curious... although i include the part of fortune in charts i look at, i mostly see it as a reflection of the sun-moon relationship thrown off the ascendant axis... it resonate with the moon phase often times - in diurnal charts, but in nocturnal charts the phase is expressed differently... now, i use a particular formula for pof and i think there are 3 to choose from... the one i use is

pof = asc+( moon-sun) diurnal
pof = asc + ( sun-moon) nocturnal
