that is what i was looking at, although my friend aj has challenged me on this and questioned the logic of it... here are the charts for others to consider.. some of them are without actual birth times and they are all in fact different for different reasons... in the case of putin, there are a few birth times for him with no confirmation on them either.. but in all cases pluto rises ahead of the sun in all of these charts..

below are the charts these individuals in this order.. i have put them in sidereal, but this factor is the same regardless of zodiac..

Valerii Zaluzhnyi has saturn rising ahead of sun... i think at the moment he is between a rock and a hard place.. he is the leader of the ukraine military.. down below is his noon chart - no birth time available - in sidereal... i don't know anything about his dad.. i think there is a real clash going on in the ukraine leadership at the moment... it appears zelensky wants to get rid of zaluzhnyi and sees him as a threat.. here is an article from ukraine from yesterday in the ukraine media.. hopefully it provides you with a translate option..

he strikes me as very responsible, dedicated thoughtful and concerned for the well being of his people... now whether this has to do with saturn rising ahead of his sun, or my general impression of him being based off something else - hard to know.. without a specific time for him, it is a guessing game.. i suppose my general view is that planets rising ahead of the sun colour a persons temperament, but i could be wrong on this too.. there are so many rabbit holes to do with astrologically!
