Houses representing people are a bit confusing
The 3rd house is siblings cousins,neighbours.

All of them??
Cause my relationship with them isnt the same with all. I get on better with some better than with others

I think there is some disagreement among astrological sources as to which houses cousins (relatives) and neighbors plus casual friends come under. But all sources in east and west agree that the third house is younger siblings. It's not if you get along with them or not. It's fact: Do you or don't you have younger siblings, and if so, one or many?

Some sources include older siblings in the third house, but the 11th is also said to be older siblings. A simple question such as the meaning of a house shows us that even with basic questions, astrologers have different opinions--which simply indicates that we haven't done our research!

It's an inherent problem of astrology, and of any comparable symbolic system, that the symbols (e.g., houses) are more limited than the experienced reality they signify. That goes for people, as you say (you can have multiple siblings, friends, spouses, children, etc.), but also for other things (you can have multiple jobs/careers, sources of income, etc.). And it doesn't really help to redefine or shuffle house meanings, as some do: there are only twelve houses, and if you try to distinguish between, say, siblings by distributing them across several houses, the indications will just be mixed up with other themes of those houses instead. Moreover, even if you have only a single sibling (or child, or spouse), your relationship with and experiences of them may vary over time.

I think the best way to unpack this is probably to see the static radix as indicating potential experiences (of siblings or whatever), which are actualized by dynamic predictive techniques. At one point in your life you may have positive experiences relating to siblings; at another time, negative or mixed ones.
